Proposed U.S.–Ukraine Drone Deal Reflects Ukraine’s Growing Defense Industry Role

The agreement could expand U.S. testing and production of Ukrainian technology as other countries build similar partnerships.

Ukraine is ready to sign a drone defense agreement with the United States, according to CBS News. Sources told CBS the proposed deal would expand testing and production of Ukrainian defense technology in the U.S. The agreement has not been announced as signed, and its terms are not public.

The talks are not new. In July, Ukraine’s presidential office said the countries were working toward a “Drone Deal.” It also said Ukraine could send drones to the U.S. for testing.

Ukraine’s partnerships are widening

Ukraine has already signed drone or defense cooperation agreements with several countries. Its agreement with Denmark calls for joint production. An agreement with Norway covers defense cooperation under Ukraine’s Drone Deal format. The Netherlands has signed an agreement that Ukraine says will support joint production and an exchange of expertise.

The partnerships extend beyond Europe. Ukraine and Qatar signed a 10-year defense cooperation agreement in March. This month, Ukraine and Canada signed a declaration that both governments describe as a first step toward a Drone Deal. These agreements differ in scope; but they point towards Ukraine’s growing influence in the international defense industry.

What a U.S. deal would need to address

CBS’s report illustrates why production is only part of the story. It said Ukrainian components arrived late for interceptor drones sent to U.S. forces in the Middle East. Ukrainian expertise was also needed to connect the systems to U.S. air defense radars. CBS attributed those details to sources familiar with the shipments; U.S. officials had not confirmed them in its report.

For U.S. defense programs, the value of a partnership may depend on access to that expertise as well as the aircraft themselves. The next milestone is a signed agreement and public details on how the countries plan to test, produce and support the systems together.
