FCC Grants Covered List Exemption for Dronus K500L Drone System

New Conditional Approval allows the Italian-made K500L and its docking station to remain eligible for FCC equipment authorization, subject to onshoring and continued vetting requirements

The Federal Communications Commission has granted a new exemption from its Covered List for a foreign-made drone system. The decision provides another example of how the agency’s Conditional Approval process is working for UAS manufacturers.

In a Public Notice released October 2, the FCC’s Public Safety and Homeland Security Bureau announced new Conditional Approvals for several types of equipment. They include drones, routers, and advanced robotic devices.

For the drone industry, the key addition is Dronus S.p.A.’s K500L Uncrewed Aircraft System and its Nest V2 docking station. The Department of War granted Conditional Approval for both products. As a result, the FCC has exempted them from the Covered List.

Foreign Drone Restrictions and Conditional Approvals

The FCC added foreign-produced UAS and UAS critical components to its Covered List in December 2025. The action followed a national security determination by an Executive Branch interagency body.

However, the FCC established several exceptions. One allows the Department of War or Department of Homeland Security to determine that specific products do not pose an unacceptable national security risk. Those products can receive Conditional Approval and an exemption from the Covered List.

The government has expanded and refined those exceptions during 2026. In July, the FCC extended exemptions for products on the Blue UAS Cleared List and qualifying domestic end products until January 1, 2028.

The July update also changed the treatment of Conditional Approvals for foreign-produced UAS. Those approvals no longer automatically end on December 31, 2026. Instead, they can continue if manufacturers comply with approved plans to move production onshore and their products pass updated government vetting. That framework now applies to Dronus.

The FCC says the exemption remains subject to Dronus continuing to comply with the onshoring plan included in its application. The K500L and Nest V2 are also subject to updated product vetting. Failure to follow the plan could end the approval and return the equipment to the Covered List.

A Growing List of Approved Drone Systems

Dronus joins a growing group of drone manufacturers that have received Conditional Approvals in 2026.

The FCC’s updated list includes systems from SiFly Aviation, Mobilicom, ScoutDI, Verge, Sees.ai, Air6 System, Elevon Aerial, Blueflite and Verity. It also includes systems from Flock Safety, ABZ Innovation, Real-Time Robotics, Ceres Air, Exedy Globalparts, Parallel Flight Technologies and Ascento.

The updated FCC list shows Dronus received Conditional Approval on October 2, 2026.

For foreign drone manufacturers, the decision illustrates an important path through the FCC’s new supply-chain rules. Foreign production does not automatically prevent a drone from receiving an exemption. Manufacturers can seek Conditional Approval, but they must meet federal security requirements and, where required, commit to moving production onshore.

The process also remains conditional by design. Approval can continue indefinitely for UAS without a specified termination date, but only while the manufacturer follows its approved onshoring plan and its products continue to meet government vetting requirements.
