As Drone Delivery Expands, Community Pushback Becomes a Growing Challenge

October 15, 2026 by Miriam McNabb Leave a Comment

Amazon’s proposed Massachusetts drone delivery hub faces congressional scrutiny, adding to concerns raised in other communities.

Amazon’s plans to expand drone delivery into Massachusetts are facing opposition from residents and lawmakers. The dispute highlights a challenge for the industry as commercial operations scale: gaining community acceptance.

On October 14, four members of the Massachusetts congressional delegation called for additional environmental review before Amazon begins drone deliveries from its proposed Westborough hub.

Senators Elizabeth Warren and Ed Markey, along with Representatives Jim McGovern and Lori Trahan, requested a site-specific environmental assessment and an opportunity for public comment.

The lawmakers argue that the FAA’s nationwide environmental assessment may not adequately reflect conditions in Massachusetts. They note that none of the 23 previous site-specific assessments cited in the agency’s review involved New England. The letters identify differences in population density, forests, wetlands, weather, and daylight conditions as reasons for additional study.

They also question the FAA’s treatment of battery-fire risks, citing an October 2025 incident in which an Amazon drone collided with a crane in Arizona and its battery caught fire. The lawmakers requested written responses from Amazon and the FAA by October 29, asking whether they will conduct a site-specific environmental assessment before operations begin.

Amazon proposes operating from its existing facility at 64 Otis Street. The service could eventually handle up to 1,000 deliveries per day, carrying packages weighing up to five pounds within a 7.5-mile radius.

Local Concerns Meet Federal Authority

The Westborough dispute raises questions about the division of authority between federal aviation regulators and local governments. The FAA oversees the national airspace and authorizes commercial drone operations. Municipalities retain authority over applicable land use and zoning requirements. According to the Town of Westborough’s official project page, residents have raised concerns about flight frequency, routes, operating hours, privacy, safety, and environmental impacts. Several residents have challenged the town’s classification of Amazon’s proposed operation as an accessory use of its existing facility.

The Zoning Board of Appeals is scheduled to hear that challenge on November 2. The Planning Board has continued its site-plan hearing until November 10.

The federal environmental review process is also under scrutiny. On September 28, a coalition of 15 states, including Massachusetts, and Harris County, Texas, filed a petition for reviewin the U.S. Court of Appeals for the Second Circuit. The petition challenges the FAA’s July 28 decision adopting a nationwide Programmatic Environmental Assessment and Finding of No Significant Impact for drone package delivery. The coalition argues that the FAA did not adequately examine the potential environmental consequences of expanded operations.

The FAA’s environmental review page explains that its nationwide assessment may support future approvals, but individual projects may still require additional environmental review.

The Massachusetts lawmakers are requesting that additional review for Westborough.

Amazon Has Faced Similar Opposition Elsewhere

The lawmakers also cited an independent survey in the community that received more than 1,200 responses, with 92% opposing the proposed facility.

Westborough is not the first community to object to Amazon’s Prime Air operations.

In College Station, Texas, residents complained about drone noise near Amazon’s original delivery site. In 2024, city officials asked the FAA to consider those concerns as Amazon sought to expand operations.

Amazon ended its College Station service in August 2025, citing an expiring lease and a broader shift toward operating drone delivery from existing fulfillment facilities.

In Richardson, Texas, Amazon faced complaints about frequent flights over residential neighborhoods after launching service in December 2025.

The company responded by adjusting flight routes and increasing the average minimum altitude of outbound flights to 225 feet. According to a March 2026 update from the City of Richardson, Amazon also redirected selected flights over commercial areas and reduced flights over a neighborhood greenway. However, opposition continued. Residents protested the operations in September, according to FOX 4 Dallas-Fort Worth.

Amazon also encountered questions about noise, safety, and wildlife during the approval process for a proposed facility in Nampa, Idaho. The city’s planning and zoning board approved the proposal in May despite concerns raised during public discussions.

These cases demonstrate different outcomes, from operational adjustments to continued opposition.

Community Acceptance as Drone Delivery Scales

Amazon is pursuing a significant expansion of its drone delivery network. In August, the company outlined plans to bring the service to approximately 500 U.S. communities by the end of 2026.

For residents, the experience may differ from that of customers using the service. Households may experience repeated overflights without ordering packages by drone.

For operators, this creates a challenge beyond meeting technical standards and obtaining federal authorization.

The FAA itself recognizes the importance of community engagement. Its environmental review guidance states that drone operators must comply with applicable local land use requirements and engage communities affected by their operations.

The outcome in Westborough remains uncertain. Amazon is still seeking the necessary approvals, while residents, local officials, and federal lawmakers continue to examine the proposal.

As drone delivery expands, the experience in Westborough and other communities highlights a distinction for the industry: federal authorization provides a path to legal operations, but community acceptance remains a separate challenge.
