Ireland Publishes National UAS Policy Framework

New plan sets out airspace, enforcement, and industry actions for the next decade

Ireland has published its National Policy Framework for Unmanned Aircraft Systems. The document launched on August 20, 2025, and sets a long-term path to grow drone services while protecting safety, security, privacy, and the environment.

The framework focuses on three areas: Use of the Airspace and Planning; Compliance and Enforcement; Enterprise and Innovation. The Irish government emphasizes that the framework is a living document that will evolve as operations and EU rules mature.

Key Actions

Airspace and Planning

The Irish Aviation Authority will collate UAS operational data and lead a new National Working Group on UAS Geographical Zones to set transparent designation processes. A National U-space Steering Group will develop a national implementation plan. The IAA will also train local authorities and planners so that UAS and innovative air mobility can be integrated into local and regional plans.

Compliance and Enforcement

The Department of Transport will introduce fixed-charge offences, or on-the-spot fines, for UAS infringements. The IAA, An Garda Síochána, and the Data Protection Commission will maintain an inter-agency mechanism for investigations. Training for Gardaí and public reporting of enforcement, where practicable, are part of the plan.

Enterprise and Innovation

The Minister for Transport will establish a UAS Enterprise and Innovation Leadership Group. The plan calls for an integrated information platform, promotion of test sites, and allocation of airspace for experimentation and commercial trials.

Governance and Timelines

Delivery will be overseen by a National UAS Policy Framework Monitoring Group, chaired by the Department of Transport with senior officials from key departments, the IAA, and the Local Government Management Agency. The group meets twice a year. Each pillar reports progress to the Monitoring Group.

Ireland aligns with EU U-space rules, which have applied since January 2023. The framework notes that U-space full services in Europe are not envisaged until 2030. Dublin City Council targets a foundational U-space within one to three years.
